The film tells the story over several years of a city in which the local authority has decided to try a new way to fight the poverty industry, so-called “rapid rehousing”. The basic principle is to provide a stable home for families in housing need, who are most often victims of this industry. Many of these families bring with them past debts and unpaid rent, which arouses scepticism and resistance on the part of certain politicians and, via a dispute at the political level, the film also depicts a dramatic conflict.
